A Story on Probation in the Philippines:

Caught between hard choices: Imprisonment or freedom under probation

Part 4 of 4

By Heidi M. Pascual

Editor’s Note: This story revolves around a drug addict in my hometown who has been released from prison middle of last year, how he’s behaving while waiting for approval of his application for probation, how our community is dealing with him, and what our local Parole and Probation Authority is doing to fulfill its functions. Peter’s Story (A look back) Peter is a good-looking man, medium built, armed with an engaging smile and eyes that “speak” to anyone he wants to be with. At 35, he has had several women -- decent and pretty professionals, hardworking employees, as well as flirty, ill-repute girls (for fun). Peter boasts of having five children with five different women, all of whom are being taken care of by their respective relatives, all mother-side. He doesn’t have any of his children with him because Peter has not been employed for years, and he could not, or would not, take a job he considers “unfit” for his good looks. -- CLICK TITLE TO READ MORE

A National Policy Blueprint To End White Supremacist Violence

By Katrina Mulligan, Brette Steele, Simon Clark, Asha Padmanabhan, and Rachel Hunkler

Overview: America needs a comprehensive strategy to tackle the urgent and complex threat of white supremacist violence.

White supremacist violence is not new, but in recent years, it has become a primary national security threat in the United States. Notions of racial superiority, hostility toward immigrants and minorities, and the myth of an embattled white majority defending its power have increasingly infiltrated mainstream American political and cultural discourse.-- CLICK STORY TO READ MORE

Nepali TPS Holders Make Significant Contributions to America

By Tom K. Wong, Anna Coleman, Pabitra Khati Benjamin, Aakriti Khanal, and Silva Mathema

The Center for American Progress has partnered with Adhikaar, a Nepali human rights and social justice organization, and the U.S. Immigration Policy Center (USIPC) at the University of California, San Diego for what we believe to be the first systematic survey of Nepali Temporary Protected Status (TPS) holders. TPS has provided work authorization and protection from deportation to approximately 14,800 Nepali individuals in the United States since 2015. The new survey makes clear that Nepali TPS holders have used their immigration status to make significant economic and societal contributions and have put down deep roots in American society.. -- CLICK STORY TO READ MORE

MEASURING OUR POWER:
AAPI Communities' Impact in 2020 election

From APIAVote

In the 2020 Presidential Election, President Joe Biden carried Georgia by fewer than 12,000 votes. According to an analysis by TargetSmart, voter turnout among Asian Americans and Pacific Islanders (“AAPIs”) surged over 62,000 votes over 2016, a clearly decisive part of Georgia’s margin of victory which was fewer than 12,000 votes. Furthermore, over 1.6 million votes were cast by Black, Asian, Hispanic/Latinx, and Native American voters in 2020, comprising approximately 35% of total votes cast. When considering the margin of victory, the ballots cast by this multi-racial coalition of non-white voters surpassed the margin of victory by over a million votes. -- CLICK STORY TO READ MORE

OCA’s Work on Hate Incidents

From OCA--Advocates for Asian Americans

Even though the word “hate crime” was a relatively new term in public conversation at the time, some people in the APA community recognized that the race-based motive underlying Vincent Chin’s murder warranted a different response than the court gave. Several APA community leaders, including those within OCA - Asian Pacific American Advocates(OCA),started to organize their own efforts to achieve justice for the Chin family and for the community. It was a watershed moment. --CLICK STORY TO READ MORE

The Biden Administration Is Fulfilling Its Conservation
Promises in the First 100 Days

By Jenny Rowland-Shea

With the passage of a massive economic rescue bill, more than 200 million vaccines distributed, a historically diverse Cabinet in place, and a pledge to cut carbon emissions upward of 50 percent, it’s clear that the Biden administration has wasted no time during its first 100 days. As part of its effort to take a whole-of-government approach to solving the overlapping health, economic, racial justice, and climate crises, the administration has also been rapidly fulfilling its conservation commitments to the American public. -- CLICK STORY TO READ MORE

Historic News, City of Madison Launches Multilingual Complaint Portal for Discrimination Cases

The Department of Civil Rights (DCR) has upgraded their system for taking discrimination complaints. The complaint portal (https://discrimination.cityofmadison.com/Home/ComplaintView) is now live and accessible from any device that supports a web browser. This service is available in English, Spanish, French, Hmong, Mandarin (Chinese), and Tibetan. “One of the Department’s key areas is providing access and this new portal has increased access tremendously by offering users the information in their native language,” said Norm Davis, Department Director.

“The new system will help us serve members of our community--who may be experiencing discrimination in the areas of employment, housing, and public accommodations more efficiently,” said Byron Bishop, Equal Opportunities Division Manager. People can access the system from anywhere, including a cell phone. Once submitted, complaints are immediately in the system for intake review. All Complaints must establish Prima Facie in order to be accepted. There is no waiting for mail service, and the person filing is notified immediately their complaint has been received by DCR.

The Equal Opportunities Division of the Department of Civil Rights investigates complaints received from members of the community. Discrimination must be based on an individual’s membership in one of 28 protected classes and must have occurred in the City of Madison for the department to be able to investigate it. .

For more information on discrimination, our process, and Prima Facie, please see the Find Help page on our website. This new portal was created at the request of our community through the Equal Opportunities Commission (EOC) listening sessions throughout Madison. We are delighted to share this great accomplishment with you. https://discrimination.cityofmadison.com/Home/ComplaintView.
